Vibration noise in the emergency brake handle

At some point if you have a vehicle with a center console emergency brake you may hear or feel a vibration noise coming from the handle.
The problem is that the rear brake shoes need to be adjusted. If they have too much space between the brake shoes and the drum, then a vibration can start causing the noise. That noise travels up to the brake lever making the noise.
Try adjusting the brakes by pulling up on the brake handle 15-20 times while the car is setting thus adjusting the brake shoes.
If that does not do the trick, wrap a soft material around the brake cable under the car and connect it to the car body.

When I step on the brake I don't hear no clicking noise what is wrong?

What kind of clicking noise do you expect to hear? Applying the main brakes is usually a silent activity.
If you are referring to the emergency brake, it is the clicking of the ratchet when applying the emergency brake. The clicking is the sound of spring loaded metal teeth bouncing along a cog wheel. The action is similar to the teeth on a hand winch that does not allow backward turning. If when applying the emergency brake the sound is not heard then the spring may be broken or dislodged.
Does the brake engage? Does the handle stay pulled until the brake is released? If not then the locking of the brake is not happening.

does a 2003 maxima require a 4 wheel alignment

It depends on what your point of reference is. Is the car vibrating when you brake? Or Do you feel it drifting while you drive? Does it feel loose or hear noises coming from the front end? Bottom line is it will depend on the symptom of your vehicle as it relates to the problem. Does your 2003 Maxima need an alignment or will it ever?? Probably so!

2002 Dodge SX 2.0 I'm getting a howling or ( high frequency vibration of some type) noise from the front end when in motion. Lessens when steering is pointed left of center. No howling when at a standstill (Tires are new and the problem preceded them)

The first thing I would check is for a bad wheel bearing. If the noise lessens when turning left than I would look at the left front first. Chalk the rear wheels or set the emergency brake. Put the transmission in neutral. Jack up the left side of the car. Grab the coil spring and rotate the tire by hand. If you can feel/hear the noise than your on the right track with the bad wheel bearing. I can give you instructions on how to replace if you need them.
