Could be either of the two you mentioned or dirty terminal connections or a bad starter relay. Clean the terminal contact surfaces first and then you can begin testing other components if you need to.

I have a 1992 jeep Cherokee that has a ground
the control side of relay, needs voltage and ground. As you can see, for automatic it grounds through neutral switch. For manual tranny it appears to be chassis ground. For chassis ground, I just use a redundant ground, it works for me.

I just bought a 92 jeep cherokee ran beautiful .
I'm assuming the starter is not turning the engine...check the small wire on the starter for 12v with key turned to start. If no voltage there, check ignition switch and neutral start switch. (voltage in, voltage out)

Not starting
i had the same problem with my 92 cherokee laredo, could be the crank positioning sensor. if it goes bad you dont get spark from the coil. or it could be the coil, distributor, or even spark plugs.

Fix rusted broken small spring under passenger seat it slides back and forth
go to your local hardware store, parts store and buy an expansion spring. cut it to length and bend a new tab on the cut end . fit it to the lever and it will work a treat. Most auto seats have the spring but you will have to upend a seat to get it out as it costs too much for the junk yards to do it.

Starter on 92 jeep cherokee laredo is out
Put front end on jack stands. DO NOT WORK UNDER CAR WITH ONLY JACK HOLDING IT UP! Your life is worth more than a 20 buck pair of jack stands. Disconnect battery, negative (black) lead first, then positive (red) lead. From under car, locate starter motor. Carefully disconnect electrical cables from built-in solenoid and motor. Remove mounting bolts. Pay attention if lengths are different. Put'em back where they came from. Rock starter back and forth to break it loose. Reverse procedure for installing new starter. BTW - don't waste your money on a rebuilt unless you enjoy changing them every 12 to 18 months. Make sure you return the old starter for your core allowance refund.

Wont go in reverse how to adjust band for reverse
what makes you think there are bands. ?
did you look in the FSM>
did you post exact transmission in your car , ?
here is a free look 1993 chickodee.
http://www.jeep4x4center.com/knowledge-base/index.htm?utm_source=cj#service
32RH (has bands) page 96 and 97 (band adj)
or
AW-4 no bands. uses solenoid clutch packs. electric.
see them both and all tests and settings.
is yours a TCM shifted ? tranny, yes then why not scan it.
or the flash code procedure. page 174
the TCM cars will flash OD lamp or drive lamps or something
to tell you its got error codes.
get them.
best of best. aw-4
(see the manual mode test. many cars have this, not just jeeps)
may TCM tranny cars, (RTM read the FSM and learn this)
http://mikestrawbridge.com/blog/2011/09/aw4-troubleshooting/
hint 2:
make sure the tranny ground stap is not broken.
if it is, it will never ever shift right or reliably
true for just about any TCM car.
see one guy last week bought new tranny ,and never used
a voltmeter on the solinoids. had 12v casing.. a shame.
