What you're describing is a pretty normal phenomenon - the choke is sticking, evidenced by the fact that it improves as it warms up. Are you sure it's fuel-injected, or does it have a carb? If that's not it, it could be one or more of a dozen things - bad plug wires or plugs, dirty fuel filter and/or air filter, bad or dirty carb (if it has one), fuel line blockage, bad PVC valve or O2 sensor. If you have a bad electronic ignition the car wouldn't start or run at all. They either work or don't. Perhaps your problem is as simple as putting in a good injector cleaner like Sea Foam or equivalent. Drop by the parts store and explain. The pulley you describe sounds like the idle pulley and it should be straight and if you remove the belt and turn the pulley it should roll free and not bind. In short I would change the pulley as it has a bad bearing in it.

I looked at info for 4.0L engine. Make sure battery has a full charge and battery connections all good. In the first picture, check that 40 amp fuse, under hood fuse box, not only check the fuse, check the fuse circuit for voltage, hot all the time. Use a test light to check for voltage. The diagram for ignition switch, the top wires are voltage going to ignition switch, the bottom wires are voltage from ignition switch with key in the proper position. You can see the wire colors. Suggest removing the battery connection and allow to remain disconnect for at least 30 minutes. Reconnect the Battery Cable Turn Ignition Switch to the "On" position but DO NOT start the engine Turn Headlight "On" Turn Headlights "Off" Turn Ignition Key "Off" Start Engine but do not depress gas pedal. To press the pedal it will take several miles of driving for the 96 to relearn the idle. If you do you will have to keep your foot on the gas for several minutes while the jeep relearns idle. So do not play with the pedal after restarting for several minutes. By removing power to the jeep the body electronics and engine control modules are reset. This can fix many of the problems you have described. If the battery is weak or bad cable connections the problem will likely reoccur. Some problems like door electric locks are common failures and are best dealt with by manually operating these functions.
