96 ford tuarus that has AX4N transmission wont
You may want to change the vehicle speed sensor first. Is your speedometer working? The shift solenoids are inside the side cover of the transmission and it's quite a job to get that cover off, you practically have to take the trans out of the car. Are you getting a "check engine" light there may be a code in the computer that will tell you what is going on. If one of those solenoids fail it should trigger a "check engine" light, the solenoids are usually pretty trouble free as a rule. I'm not sure on that transmission, but I think there are two shift solenoids, but there is also a "torque converter clutch solenoid". Also, if you can get it to a trany shop they can put a scan tool on your car and tell you exactly what's happening. Have you tried manually shifting the car? Pull it down into 1 then manually shift it up, see if it will shift that way.

Manuals for cars aren't free. You can buy them at an auto parts store. Either a Chilton or a Haynes manual should do and will cost around $20. They are great manuals for the whole car. Let me know if you need anything else.

You can go to Autozone or Oreillys for a free scan. Usually the onboard computer will pickup an electrical problem. There may be something recorded that a scan will show.
If not, look for nonelectrical problems like Vacuum leaks. Take a water spray bottle and go around the Intake and Vacuum lines, a change in RPM would indicate a leak. You could have a dirty Injector which is firing Electrically, but clogged. Since each cylinder bank averages all 3 cylinders for RICH and LEAN errors, an Intermittent miss would not show as easily.
If you have the oldstyle Vacuum gauge, it would show fluctuations for problems in Valve action. Like a Valve not closing due to Carbon buildup, a weak Valve spring, a clogged Lifter, all things not electrical. So if the result indicates possible clogs, you can get Professional cleaning of the Injectors or try a gas additive. You may need a product such as an oil additive, like Lubegard to free the Lifters.

You are on the right track in replacing the fuel filter. Not enough fuel is getting to the engine. It could be a number of other things ... bad fuel pump or dirty injectors to name a couple. The link shows how to check fuel pressure ... which would tell you if the things like the pump are bad.
Might try some fuel additive injector cleaner to the gas tank to see if things improve ... relatively easy.
If it is the fuel pump or other fuel supply problems ... those are harder to fix

The transmission shift solenoids are bad and the 0430 is your catalytic convertor on the left side is below the efficiency threshold but this could be from trying to get the trans to change gears extra gas pedal rpm's and low gear ratio change the shift solenoids that are inside the pan and then after road test and transmission is shifting disconnect the battery cables and wait 5min then reconnect them then you must turn the key to the on position but do not start the engine observe the dash lights as they should go out (ex. Check engine,abs,airbag,)the others will stay on you are in the obd test mode the system self tests itself everytime you turn the key to the on position now if everything is good the check engine light will be off for the entire system now start the engine and let it get to operating temperature and go for a ride in about 10 miles or less if the 0430 is still a problem the check engine light will come on again and you will be sure of a problem with the catalytic convertor but a good 55mph drive with Berrimans fuel system cleaner should help clean the emissions from the build up if not you need a catalytic convertor

This job is REALLY hard to do on the ground. You'll have to jack it up high enough to remove the transmission and move it out of the way. You'll also need a top end engine support stand to hold it in place safely while your remove the engine cradle. If you don't have tall jackstands and an engine support, don't even think about doing this on your own. It's simply not safe.
Have power but no enginge start
You may need to step on the brake pedal and be sure the transmission is in park while starting the engine,
