For one i dont need your vin its a z24 which means it has a 2.4l engine it does not have an ECM it has a PCM powertrain control module, which is located for your car in the right rear corner topside of your engine bay, in 1995-2001 it is located inside the right front fender. sounds like there is a problem with the day time running lights my does the same thing but because i installed HID light so i no long have day time lights try changing headlight bulbs if not then its a short
If there is was no check engine light prior to the problem (which would normally indicate sensor problems), then I would suspect that the engine has jumped time. The 2.2L engines, although they have a timing chain and not a belt, had issues with the timing chain tensioner. This wars out, breaks, and allows the timing chain to jump across the gear teeth, putting the engine out of time. This will cause a no-start condition, and if bad enough, cause valve damage that will require the heads to be repaired. The easiest way to check for this problem is to perform a compression check of the cylinders. If the engine has jumped time, the compression in the cylinders will vary greatly from one cylinder to the next and will most likely be lower than normal.

SPARK PLUG WIRES SHOULD ALSO BE REPLACED !!!!
It's under the air filter housing. Discount and remove the air filter and the unit that holds it. The housing life's up it has 3 rubber grommets that hold it in place you can only see one it's on the left. Once you get it loose it comes straight out and you can see the ECM...good luck
Check your ground wires on the light make sure they are tight back there where the lights are.. and make sure the bulbs are tight in the socket ..The year of this vehicle is not old enough for it to be a big problem.. unless someone tampered with the wiring ..
On a 2002 cavalier, the fuse box is on the side of the driver side dash. Take the cover off look at the picture it will tell you which fuse is for the lighter.
Having a factory or professional type scan tool hooked up checking DTC'S - diagnostic trouble codes in all the modules on the vehicle . Insturment cluster , PCM , BCM ,ABS , SRS etc.... Should be the first step in the diagnostic procedure.. Could have a serial data network problem . Do you know what a serial data buss is ? In the case of your vehicle it is GM class 2 data buss . Anytime a bunch of thing's electrical wierd out , suspect the buss.Buick , chevy , cadillac , olds , pontiac all used this .

check abs, trac off can be turned off by computer service engine light can come on for both them items. check for air in ABS system, look for bleeder on ABS valve body
Try looking at the fuel filter, it might be partly clogged or just clogged.Locate the fuel filter, disconnect it and (I know this sounds strange) blow through it, if you get resistance of any kind, then it's bad, if it blows completely through with NO resistance at all, then it's good.
