On 2002-2004 models, the fuse panel is located on the front frame member underneath the front fender cover. The center cover under the front rack is removed to gain access to the fuse panel as well as the radiator. I find it easier to unplug the headlights and remove the front rack for this.

The light will go off when the fault that is keeping it on is fixed. You need the system scanned for the fault code.

The ATV needs maintenance. If you have done the standard maintenance for the number of hours of use, then the maintenance counter should be reset. This may depend on the model of your ATV, check your documentation. For an example, see the manual for the 700 Honda ATV: https://cdn.powersports.honda.com/documentum/MWOM/ml.remawmom.2016_31hl3620_sxs700m2_m4.pdf . Page 14 shows the maintenance minder light and the reset for this model. Page 93 starts the section on the needed maintenance. On this ATV, there are three slightly different maintenance routines. If you remove the Driver side palstic panel, there is a Black Pouch attached to the black wire conduit thatt you have to cut to see the 20 AMP fuse (be careful so taht you do not cut the red wires). I just did mine. You can buy it online on Amazon. Good luck.Ray

The fan is controlled by a thermo switch . It's located on the radiator and has power going to it always and when temp goes up it grounds circuit and fan come on.
